SAMPANN, System for Accounting and Management of Pensions
SAMPANN, ‘System for Accounting and Management of Pensions’ is a government of India ambitious project being implemented by the Controller General of Communication Accounts, Department of Telecommunications, Ministry of Communications.
Prime Minister Narendra Modi dedicated it to the nation on December 29th, 2018. It is a completely automated online pension processing and payout system for retired employees of the Department of Telecommunications. It allows pensioners to receive their pension payments directly into their bank accounts.
The technology helped the Department in resolving pensioners issues more quickly, improving reconciliation and auditing, and simplifying accounting.
SAMPANN was instrumental in resolving around 76,000 BSNL Voluntary Retirement Scheme 2019 cases within a six-month period. It is a system with a highly flexible design that enables it to meet ever-increasing requirements.
Over one lakh pensioners are presently serviced by Principal Controllers of Communication Accounts/Controllers of Communication Accounts offices throughout India using SAMPANN, which has enhanced service delivery to pensioners by offering a single-window setup that ensures the following benefits:
- Pension cases resolved in the prescribed period.
- e-Pension Payment Order is provided.
- Each pensioner has their own login, which gives them access to important information such as payment history.
- Grievances can be submitted online
- SMS alerts are sent out on a regular basis.
It has ensured recurring monthly savings to the Government of India on account of commissions paid to banks/post offices for the payment of pensions, amounting to about Rs. 11.5 crores as of June 2021.
